Memorandum of Understanding (MOU) between CRA and UTE

ISSUE
In light of the introduction and distribution of short format work descriptions (SFWD), employees are provided the opportunity to submit their concerns regarding the content of their work description to the national office of the Union of Taxation Employees (UTE). UTE has requested that the Employer allow local union representatives to use the CRA’s electronic mail system (E-Mail) to inform their members where to send their concerns. At the same time, the Union requested that employees be allowed to use CRA’s E-Mail to send their concerns to their Union representatives.
RESULTS
In order to assist UTE in meeting the terms and conditions of the CRA-UTE MOU, it has been agreed to allow UTE’s request, to authorize local Union representatives to use CRA’s E-Mail system to inform their members where to send their concerns. We also agree that employees use the E-Mail system to forward their concerns to their Union representative.
It has been made clear to UTE, that the usage of the E-Mail system will be limited to this purpose, on a one-time basis, with a specific deadline of February 23, 2007, and that it will not create a precedent.
BACKGROUND
To expedite the grievance process, a MOU between CRA and UTE has been negotiated and has recently been signed by both parties.
