BY-LAW 7 Proposed Amendment

 

DUTIES OF OFFICERS

 

The President shall:

 

(a)   Preside at all meetings and shall enforce due observance of the rules and regulations of the Union

(b)  Have the right to vote

(c)   May be an honorary member of all committees

(d)  Exercise general supervision over the affairs of the local

(e)   Uphold the Constitution of the Public Service Alliance of Canada

(f)   Uphold the bylaws of the Union and the Local

(g)  Ensure that communications are shared among the Executive Committee Members

(h)  Ensure that the First Vice President is aware of his/her absences

 

The First Vice President shall:

 

(a)   Preside in the absence of the President

(b)  Have the right to vote

(c)   Replace the President until the next Annual General Meeting of the Local in the event of death, retirement, or resignation of the President, or his/her transfer to another office of Canada Revenue Agency

(d)  Have the powers to recommend to the Executive Committee the names of members to sit on the Grievance Committee and the Appeals Committee.

 

The Second Vice President shall:

 

(a)  Be responsible for the preparation of non financial reports, position papers, briefs

      and other documents on behalf of the Executive Committee

(b)  Have the right to vote

(c)  Preside in the absence of any Executive Member

 

The Secretary shall:

 

(a)   Maintain a record, to be kept of all proceedings of the local and shall prepare all notices and conduct all correspondence except where otherwise provided.

(b)  Prepare and post all minutes and information of the Local Executive on a timely basis

(c)   Distribute all information, minutes and notices for circulation to Floor Representatives for posting on Union bulletin boards and circulation to members as required.

(d)  Have the right to vote

(e)   Preside in the absence of the President , the  First Vice President, and the Second Vice President.

 

The Treasurer shall:

 

(a)   Collect and keep all funds of the Local and disburse them at the direction of the Executive Committee

(b)  Obtain proper vouchers covering all monetary transactions

(c)   Keep the accounts of the Local and make a report of its financial condition at least once per month to meetings of the Executive Committee and to the Annual General Meeting relating to financial matters of the local.

(d)  Ensure that the accounts shall be audited prior to the Annual General Meeting in accordance with Bylaw 13

(e)   Present the Executive Committee and the Annual General Meeting complete financial statements at the end of each fiscal year

(f)   Prepare a proposed budget of income and expenditure for the upcoming fiscal year. The proposed budget will be prepared in consultation with the Executive Committee. The proposed budget will be presented at the Annual General Meeting to the membership of the Local for their acceptance

(g)  Ensure that the proposed budget and financial statements are circulated to the membership with the notice of the Annual General Meeting

(h)  Have the right to vote

 

The Executive Steward shall:

 

(a)   Be responsible to the Executive Committee for the handling of Grievances, complaints or other staff problems and shall report to the Executive Committee as circumstances warrant

(b)  Be the Chairperson of the Grievance Committee

(c)   Report all Contract, health and safety violations

(d)  At the direction of the Executive Committee, shall have the authority to appoint Stewards as necessary to assist in the disposition of the duties of the office.  Proposed Stewards will be presented to the Executive Committee for discussion prior to being named as a Steward.

(e)   Have the right to vote

 

The Stewards shall:

 

(a)   Report on a regular basis all member issues to the Executive Steward

(b)  Only hear grievances at the first level

(c)   Make sure all documentation pertaining to the grievance is in the file and kept in an orderly fashion

(d)  All grievances must be kept in a central location as instructed by the Grievance Committee

(e)   Keep all members information strictly confidential

(f)   May attend meetings of the Executive and participate in discussion, however will not be permitted to vote on decisions made by the Executive

 

 

The Immediate Past President shall:

 

(a)   At the request of the Executive Committee, advise the Executive Committee in the administration of the local in every way calculated to advance its purposes and objectives

(b)  Attend meetings of the local Executive as necessary to assist the Executive in the administration of the local, but shall not be permitted vote on decisions made by the Executive.

 


 

 

Whereas the Local wishes to ensure that the executive and membership are informed of the roles and responsibilities of each of the executive positions.

 

Be it resolved that the duties of the executive members are as outlined in the updated bylaw 7 as presented.
