By-laws

Section 1 : Name

The name shall be the Surrey - Delta - Langley Area Council.

Section 2 : Union Support

The Surrey - Delta - Langley Area Council is established in accordance with Section 14 of the Constitution of the Public Service Alliance of Canada.

Section 3 : Membership and Dues

Subsection (1) : Membership is open to all Locals in which members work in Surrey, Delta, Langley, and White Rock. Any members living in the geographic area covered by the Area Council are welcome to participate. Voting rights shall be vested per Section 14 of the PSAC Constitution.

Subsection (2) : Membership dues to the Area Council shall be $1.00 per year per member of each member Local. It is the responsibility of each member Local to pay their dues to the Treasurer of the Area Council no later than the commencement of the Annual General Meeting of each year. Delegates from Locals will not have the right to vote until their local dues have been paid.

Subsection (3) : Locals which join the Area Council during the year, will have their dues prorated on a monthly basis for the period January to December. Dues will not accrue to partial months.

Section 4 : Meetings

Subsection (1) : The Annual General Meeting (A.G.M.) shall normally be held in February or March. There shall be at least fourteen days notice given for ordinary meetings of the Area Council.

Subsection (2) : A quorum shall be a simple majority of the officers and 10% of the affiliated Locals and Branches.

Section 5 : Officers

Subsection (1) : There shall be a chair, co-chair, secretary, treasurer, and education coordinator.

Subsection (2) : Elections of officers shall take place at the Annual General Meeting. Officers shall be elected by simple majority of the ballots cast by the voting delegates in attendance. Voting eligibility is in accordance with Section 14 of the PSAC Constitution.

Subsection (3) : Members in good standing of member Locals of the Area Council are eligible to run for office.

Section 6 : Finances

Subsection (1) : The fiscal year shall be January 1 - December 31. The annual budget shall be presented at the Annual General Meeting. The financial statements shall be audited and the auditor's report shall be presented at the A.G.M.

Subsection (2) : Expenditures in excess of the budgeted amount must be approved by two-thirds of the voting delegates in a meeting. 

Subsection (3) : Funds of the Area Council shall be held in a financial institution, preferably a credit union, in the name of the Surrey - Delta - Langley Area Council. The signing officers shall be two of the three officers as determined by the executive, except that one of the signing officers must be the Treasurer, and the Treasurer's signature must be on all cheques.

Section 7 : Amendments

By-laws of the Area Council may be amended by a simple majority of ballots cast by the voting delegates in attendance at a general meeting. Notice of the meeting and of the proposed amendments and motions shall be provided to member Locals at least fourteen days prior to the meeting.

Proposed By-laws

Section 1:  Name

Section 3:  Membership and Dues

Subsection (1):  Membership in the Area Council is open to all locals or branches of Components and directed chartered locals that have members who work in Surrey, Delta, Langley or White Rock.  Members from affiliated locals or branches shall have full voice on all discussions at meetings.  Any members living in the geographic area covered by the Area Council are also welcome to participate.  Voting rights shall be vested in the elected delegates from the affiliated locals or branches and the elected officers of the Area Council (per Section 14 of the PSAC Constitution).

Subsection (2):  Election of officers shall take place at the AGM.  Officers shall be elected by simple majority of the ballots case by the voting delegates and elected officers of the Area Council in attendance.  Any member in good standing from an affiliated local or branch is eligible to run for office.  Per Section 14 of the PSAC Constitution only delegates from affiliated locals or branches and elected officers of the Area Council are eligible to vote.

Subsection (3):  Area Council delegates shall have the right to elect a delegate to the PSAC Triennial Convention.   The election shall take place at an annual meeting, held within a period of not more than twelve (12) months and not less than six (6) months prior to the commencement of the regular Triennial Convention of the PSAC.  Resolutions from the Area Council shall be submitted to the National Board of Directions six (6) months prior to the Convention.
